Try bacloud.com - 40 GB SSD, 2 GB RAM for 12 euros per month ($14.81) or time4vps.eu - 40 GB SSD, 2 GB RAM for 12.49 euros ($15.41). Both hosters are from Lithuania.

The cheapest and best option at the moment is Hetzner Cloud . For 6€ you get 4GB RAM, 40TB Disk. Windows can be installed according to the instructions .
