For 2 days I have been trying to overcome the strange behavior of Windows, when the task manager starts, for example, in the list of processes, the list scrolls down randomly, also in the browser, in Explorer, in the browser, the tabs move to the right by themselves. I noticed another feature, if you change the frequency of horizontal scrolling, the scroll speed in the same dispatcher decreases. What could be the problem ? Windows 10 build 1607, A4Tech X710BK mouse. I uninstalled the driver for my mouse, but the problem didn't go away. I disconnected the keyboard and mouse from the PC, and also to no avail.

Try booting from a flash drive. Thus, you will definitely know the reason in hardware or software.
