In it, add the first line
AddDefaultCharset UTF-8

Try to open the file index.php / pages.php in notepad save as and select utf-8 encoding there
Tried to prescribe in the header.php file in the tag
Check if the header.php connection is correct
At the beginning of index.php /pages.php there is a construction <?php get_header(); ?>
