In Windows, the microphone gain level changes every time, how to fix it?

I’m already tired, when I reboot, the gain level flies to 100, the one that I set up flies, I rummaged a little on the Internet and found out that programs that use a microphone instead of controlling its level only change the system settings for some reason, turned off auto-tuning in Skype, but nothing has changed , I looked in other programs, I also did not find anything. Is it possible to somehow find out what exactly changes it (Skype, Telegram, Steam are available, I don’t know what else can do this), or set a rough value so that it cannot be changed by anything other than the system itself, or maybe there is some kind of program, allowing to maintain the level, if already this level, as understood, is not controlled locally for the program as needed, but immediately globally for the entire TOE system
