Enable the Routing and Remote Access service on the server, and if for network 2 this server is not the default gateway, then on the client (network 2) add a route to network 1 through this server.

Setting up routing on your Windows server 2008.
Network 2 should look into network 1, your Windows server acts as a router, you need to route network 2 to network 1. Both networks must have the address of your windows server 2008 as a gateway.
