In which service can you rent a physical server and connect about 1000 ip addresses from different networks to it. This should be about 30ip from each network (the first 2 digits of the ip address).

It can be done, but what is the budget?
Buy/rent SP/land them.. Will total with 4 green zeros.
Or do you want to take both the IP and the server from the provider? I doubt that you will find those who will give you so many subnets ..

No one, no one in one hand will give so many addresses now. Only rent separately from different hosters and bring some ipip.
