Determine the genre of your game
Find the top 10 games in that genre on Steam
Analyze the screenshots of these games to see where their health bar is
The question is worded incorrectly and cannot be answered without context.
The bottom line is that the health bar (like any other interface elements) should be located where it will be convenient for the player to observe it in a particular game. And it depends on many things: visual style, game dynamics, genre, target audience (who plays the game), interface load, how it combines and interacts with other interface elements, and so on.
What you can do:
- Try to imagine how the player will interact with the game: where and at what time will be the focus of his attention. Most likely you will find places/moments where the player "stumbles" - optimize them and pay attention.
- Try to put the scale in different places on the screen and play. Choose the most convenient.
In games that come to mind "offhand", HP is usually located in the lower left corner.
in Diablo left-bottom, in LineAge left-top, in WoW top-center...
On the top left, there is also the mana scale (and the like) and the character's avatar.
