In what language should the newsreader be created, and from what language should it be translated?

Good day to all readers of the question.
At the moment, there are a lot of newsmen on the network - someone writes their own news, someone rewrites existing ones, someone translates from foreign languages, and someone creates news aggregators and parses news bundles from other resources.
I create a newsroom (more precisely - it news), think about the sources of content. So far, I have settled on 2 options: translation from English-language resources and translation from Russian-language resources into Ukrainian.
The first option, of course, is better than the second, because. news will be in Russian and, it seems to me, they appear there faster than on our domestic sites.
The second option is convenient for ease of translation, but will be inferior in terms of the number of audience. Or maybe this will be a plus (in view of the fact that there is less competition in narrow topics)?
Here are the questions:
1. Is it worth it to take on the Russian-Ukr translation, will it be of any use?
2. If a direct translation from Russian into Ukrainian from various sources, taking into account the uniqueness of the Ukrainian version of 100%, is there a possibility of accepting the site in Yandex news?
3. Attendance with PS can be expected under the first option? Or is it just considered copy-paste?
4. If Russian-Ukrainian translation is considered copy-paste, then why is English-Russian not considered? (if it still counts, I don't understand it).
