In the boot option does not see a bootable flash drive, how to fix it?

I wanted to install windows 8.1, I did everything according to the instructions, they said to put the USB flash drive first in the list of boot devices, but I don’t see this USB flash drive at all, even it’s not in the boot menu.

First, it must be put first in the list of disks of this computer, after which it will appear in the list of boot devices, and only then select it first among all bootable ones.
Another caveat - if you have UEFI boot mode enabled, then a non- UEFI flash drive may not be visible or may not boot even if it is visible. In this case, you need to disable UEFI in the BIOS, and then, when you return to boot from the main disk, enable it again.
