How to block access in bios?

Hello!
There is a task - it is necessary that windows be loaded from the SSD by default, and when you press the "F2" "F8" "F12" keys, well, or other keys, the source selection menu does not open and the user does not have the opportunity to use bootable flash drives. It is also necessary that during the course in the BIOS it was required to enter a password. In this case, the administrator or another person who knows the password could use the boot disks.
How to do this and what is needed for this!
Thanks in advance for your replies!!!

Set a password in the BIOS, set up booting from only one disk. But if the user has physical access to the computer, then he will be able to reset the BIOS settings
