In the settings of the com connection itself, is the bit depth, Flow control, parity, speed exactly set correctly?
This is the Serial tab in the Putty settings
Putty shows text output from a device that is connected to a COM port. Keyboard input is forwarded to the port according to the connection settings. If the device is not connected, if the connection settings (speed, bit rate, transmission control) are incorrect, if the device itself does not duplicate the entered characters back to the output, you will not see anything.
In the Putty settings, you can additionally set the display of the pressed characters, in which case you will just see the input data, but usually the device itself, and not Putty, displays the output on the screen
