How to forward COM (serial) port via SSH (putty)?

Hello.
There is an extremely truncated RedHat (no yum, no glibc.i686, almost nothing at all).
How to put remserial-1.4-alt1.qa1.i586.rpm or any other software on this system as briefly as possible, in terms of a set of commands, in order to forward the com port via tcp / ip?
It's just that the same yum requires about 10 reps, just like remserial itself.
