In Google Chrome, a tab with the left site pops up. How to get rid of it?

Apparently some kind of crap got into Chrome, after a reboot it constantly pops out smartinf.ru c2n.me/3nULFob Turned off absolutely all extensions, cleaned it for viruses - it still climbs.
In the settings of the start page - this crap is not there.

Look at what is written in the RUN key in the registry - HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run

Look at the shortcut properties for chrome.
