I started looking in /bitrix/templates/.default/components/bitrix/catalog.element

In the catalog.element templates, the announcement output has the dotdot class, this is the class of the jQuery plugin responsible for cropping the text, just remove the class and the text will stop being cut, though it still won’t fit, you need to finish the styles a little, there seems to be a rigid size of the area for the announcement set.
