In Adobe Illustrator, Offset Path doesn't show up in the Appearance palette?

In the 2011 versions, Offset Path was displayed on the Appearance palette.

By installing the new version, this no longer happens. Where can you now move it from one Stroke to another?

you have a filter there, and objects - 'this is the creation of a new object
