IMPORTXML offline possible?

There are 400 html pages (already downloaded). From them it is necessary to pull out data from different fields.

There is a cool tool at Google.Sheets IMPORTXML. But there are restrictions on the number of requests, and it is not clear with what frequency the data is updated.
Can I somehow force it to parse offline html files by also specifying XPATH?

Or how about using Excel? Power Query in the forehead could not pull out the data. Or any other tool with IMPORTXML mechanics?
