Importing classes in phpstorm?

When a class is imported, it is inserted at the current location (where I use it), and I need it at the very top.
I searched in the settings (and googled) - I did not find
Where is this setting?

I have this behavior by default.
The main thing is to press Tab when there is a hint with the desired namespace.
