Implementing an interactive site?

Hi all! I need help implementing an interactive site.
I have a couple of layouts (made in Paint, but still), here they are:
1.png
The very first page.
2.png
Main page with information content.
I have several options for how to implement this:
Flash (although I didn’t work with it much, so it will be problematic) and HTML 5.
Help me where to start, what to choose (Flash vs HTML 5).
I also need to implement more or less optimization for different screens.

With such a layout, nothing will come of it. Use Pencil or similar software. And with a normal layout, you can move on.

And you need to do it on html unambiguously.

The layout itself is not important here and neither flash nor html5 is needed at all, javascript or jquery will be enough. It should be noted that the task to adapt to all screens using flash is not possible at all. mobile devices do not support it.
