Image lynching service

We are trying to solve the problem of organizing a discussion of design layouts at a distance . As a solution, I see a service where everyone can add some notes to the image, arrows, captions.

Are there similar services?

Although the question is old, but for the history and those who come from the search, I will give another option:
https://pixoni.com - collaboration with colleagues and clients on reviewing layouts.
Allows you to create notes directly on layouts, stores any number of versions of each layout (with all the comments, of course).
There are corporate accounts: you can invite all employees to one, assign access rights to them and make sure that several company employees work on one project at once - the designer uploads layouts, colleagues comment, the art director approves.
It is possible to invite a client to the discussion, who can leave comments and approve the layout.
Cool thing, in short ^_^
