Which license allows the content (in my case images) to be used entirely at my discretion? (Include in any product, including those offered for sale).

Use the wonderful German site pixabay.com . All (or almost all) images are licensed under Public Domain CC0 , which means they can be used for any purpose.

Well, it all depends on where you got this image from. If on microstocks, then there you already need to look at each specific one. Usually the case is limited to the number of copies, while the most expensive licenses allow you to use it in any way and in any circulation.
