Yes, if you do not use the number for a long time and it has a zero balance, then according to the offer agreement, after some time, the service agreement between you and the operator should be terminated.
After termination of the contract, the number falls into the "sump" for 3..6 months, after which it can be used for a new connection.

The number can leave the sump both earlier and later, depending on the operator's need for a numbering tank.
