2) Seven months is the period for which you can restore your deleted page. Has this timeline changed?

what does "someone else take it" mean? no one can take your page. id is unique. even if there is no longer a page on this id, no one will be able to register in its place anyway.

it seems like it shouldn’t have access, I don’t think that such obvious things will be allowed there, in order to speed it up, I somehow deleted and restored it 10-20 times and immediately took down everything without 7 months =)

It cannot be deleted, it can be overwritten with zeros, but the server will not do this, it will only erase the index and backup, if it is re-indexed with a saved backup (hash sum of acc), then it will see, if not, then only data elements used (saved) by others in dialogs or like albums etc. Mail attachments are also saved.
