VK API. How to send a picture in a message (authentication through the community)?

I have a code that sends messages, but I need it to send a picture (one) along with this message.
Help me upload a picture from my computer to the VK server and send it in a message, please.

Here is my example . Both a picture and an audio message are sent there.
Well, it would not hurt to read the documentation :)
