If the domain is based on Active Directory, should I use Samba as a file server?

The domain controller is based on Windows Server 2019. Should I create a file server based on Samba (raise Ubuntu, for example, and deploy it there)? Will using Samba be more productive?

Well, two opposing opinions can be expressed here:
pro:
- no license is needed
- backup using non-window tools - if infected with ransomware, it will be too tough for them
- you can hide unreadable directories (it is impossible in Windows)
contra:
- if there are only windows administrators in the office - does not make sense, because the cost of maintenance skyrockets
- rights management is worse than in native Windows
And performance depends on the network.

For the sake of increasing productivity, it's not worth it - it won't be. Is that for the sake of reducing the cost of licenses.

Everything rests on maintenance, as CityCat4 correctly pointed out.
But Linux has its own goodies, which are often useful. Yes, and samba provides resources more conveniently when sharing.
