If it is not possible to hire frontend and backend developers for a project at the same time, then who should be hired first?

Good afternoon,
We are developing a mobile application for ordering services on our own. It will consist separately of an application for clients and service providers. There will be quite serious functionality: integration with CRM, payment by bank cards, a calendar of performers, etc. The design is already ready and now we are trying to figure out how to organize the development, taking into account the fact that we can hire 1 developer at a time.
Actually, the question is, is it worth hiring a front-end developer first, and then a back-end one, or vice versa?

Of course, you need to hire a back-end developer, and make the front on your own in the form of stubs (i.e. as simplified as possible, without design, adaptive, etc.) When the logic is ready, hire a front-ender and he does it beautifully and conveniently. Think for yourself, what's the point of making a wrapper for a non-existent application? You never know what is there and how it will be in the end.

A frontend worker will not be able to work without a backend, because he will not have an API, and he will not competently make them on his own.

As a person who usually develops projects in a complex way, I can say that this is a very difficult choice
, backend and frontend should ideally work together, well, or at least one competent full stack

By the way, it’s interesting that I recently did something similar, and you won’t believe it, they chose ... wordpress for development!
It is used only as a framework, which has a lot of ready-made functionality that does not need to be developed, and all data is sent via rest api. Therefore, the application did not need a backend, and the main work was done on the front, that is, they drew what should be, and then in WordPress they made custom post types, with the necessary fields, and rest with swagger and oaus2 right in WordPress, all this can give and receive . The WP admin area for admins has been stripped down to just these custom post-types.
Consider at least this option. If you need to make an inexpensive MVP, the solution is quite normal.

Then you need a full stack. People I know of this kind are usually back-end, who can in the front-end.
You can generally take back-end senior and front-end junior with good layout skills. In this case, you will have a decent front, it will be easier for the back-end to work, you will grow a specialist into your own staff along the way.
