If I turn on the computer, I can’t enter the BIOS, what should I do?

There is a hard disk, after a couple of seconds of turning it on, it writes "Master hard disk error, press f1 to resume.
I press F1, it writes wait in the middle of the screen and a horizontal blue strip 3 cm thick on top.
What does this mean?
