If I create a blog with paid functionality, do I have to register a company somewhere, pay taxes, etc.?

Let's say I made my blog with several account options (paid and free). For payment, I made a card entry form or connected an external service (for example, paypal).
1. Do I have to somehow register the project by law in order to make a profit?
And a couple more questions on the topic:
2. Do you also need to register as a business for the user agreement and privacy policy ?
3. If I want to protect the content of the site - do I need to register a business?
4. A question in advance: if you need to register, does the domain play a role? Let's say I have a .ru domain, but if I register it in Belarus, will the law also apply to other countries, or is a separate registration required for each country?

It doesn't matter what you do - a blog or a grocery store.
The only question is - do you have cash flow.
