ICO with company registration in the USA?

If you conduct an ICO, and the company will be registered in the USA, is this normal?

To register a company in the USA, you need to conduct an ICO in a super legal format with a huge amount of paperwork and risks. This is far from the best idea.
We usually register for our clients in Estonia, Singapore or the UK, which depends on the activities of the ICO and the intended audience, the starting budget.
Now, for example, it is easier to find investors in Asia, since niches in Europe/USA are quite expensive at the start (registration, contacts, Road Show), and there are a lot of projects, high competition.
