ICH temperature question on Rampage 3 Extreme?

Hello, the question is, in idle time on the Rampage 3 Extreme ICH motherboard it heats up to 60 degrees, in the load it reaches 80, I think this should not be? I didn’t install the fan included in the kit, many advise installing it and changing the thermal paste on the motherboard cooling, is it worth it? Or is it normal for it to get hot? Thank you.
