I want to create something like a VPS/VDS server. I don't want to spend money on servers and they don't exist. I can’t figure out how to open ports on the router, which control panel to take and which system to install. And you also need to bring this panel to some site (for free) in order to have access to it from another city.

If you deploy a kind of server at home, then I would not say that it is profitable: the cost of electricity, the remoteness of the server from the main audience, the stability and width of the Internet channel, the location of your server in the room - its cooling and its noise. .. Plus white ip is needed.
The iron itself must be server-side, household hardware will not give performance.
I don’t know what tasks you will have, but the optimal server costs about 400 rubles a month, I pay that much myself (I have several bitrix dying sites spinning, an asterisk to its fullest, bots and vpn). I don't think it's a lot of money.
I can be wrong, but if you search, you can buy ispmanager without technical support and updates with a lifetime license. I myself have one. In this panel, components for the operation of sites are easily configured.
In addition, my non-expert opinion is that you need to use a router from the Mikrotik series, there are budget options for 3500-3700 rubles.
Set the system to fresh Centos or Debian, in general, it doesn't matter.
The panel is not particularly needed, everything can be configured by hand, but look towards Vesta.

If it's just like a VPS server, then why do you need a panel? Install virtualbox or vmware and that's it
If you need to forward ports - you can search the web UI of your router

You will not get the same VPS-as-a-service, but according to your wishes, I recommend studying Proxmox VE. This is a debian-based (based on the Debian Linux distribution) distribution tailored for working with virtual machines and using a web interface for management.
You download the Proxmox VE image from the offsite , burn it to a USB flash drive and install it on a separate computer.
After installation, information will appear on how to connect to your new server through a browser, there will be something like https://:8006/ . Well, then figure it out yourself how to install virtual systems on it! ;)
