I want to benefit from Scroll Lock

There was an idea that Scroll Lock is now almost not used by anyone, at least for its intended purpose. This means that there is an unused indicator on the keyboard ...
I guess I will seem strange (although I don’t ask what it takes to learn C ++ in two weeks), but still.
The meaning of the program is simple: when a new message arrives, the Scroll Lock indicator flashes.
Now a question. What do you need to know to make it happen? There is experience of "school" Pascal / lazarus and a little more, a little C ++ (so far very little), some ideas about the VK API and bat files (probably there is a more adequate way to control Scroll Lock). Maybe someone will take a Padawan to help make this happen?

it will be easier and more convenient to write a similar utility in C#. At least it will be easier to interact with vk api.
Regarding access to LEDs - www.aboutmycode.com/miscellaneous/faking-num-lock-caps-lock-and-scroll-lock-leds/
I think this should be enough for implementation.
