What's with the keys?

Something happened to the keyboard (a small child "pressed" on it), now holding down any key works as if you are pressing and releasing a key very quickly. When caps lock is pressed, the LED blinks. In games, so in general PPC.
How to fix it.?

Win + U (Ease of Access Center) -> Make the keyboard easier to work with -> Input Filtering Settings/Disable Input Filtering.
