Diagonally - at least 15 inches, cost - no more than 12 thousand.
Analysis of offers on Yandex.Market, surprisingly, revealed a fairly large number of offers in this price segment. However, common sense suggests that it would be at least naive to expect really good quality. So the question is, what is the best choice?
For example, some laptops have shortcomings - a very easily soiled case, this is immediately swept aside.
Performance strong is not required. Tasks performed on laptops - working in Google SketchUp, working with the Arduino IDE, etc. No rocket science.

lenovo. you can break through Apple (they have discount programs for educational institutions). and lenovo watch the corporate line of budget laptops. indestructible.

IMHO, Toshiba or Lenovo.
lenovo - more options (including design)
toshiba - according to my observations - more vandal-resistant and generally more reliable

Lenovo, of course, has no options. Really unkillable machines, and in the budget segment they have no competitors at all.
