Guru, in microcontrollers!

I'm trying to learn how to control the MK via USB from a computer. As a test case, I took the USPASP programmer. I assembled the scheme according to the topic on Habré habrahabr.ru/post/128939/ . However, after the firmware, the LED on the 23rd leg does not light up, lsusb does not detect any device. I wrote a test program that blinks an LED on the 23rd leg - it works, so the chip starts up.

How can this be debunked? I don’t have an oscilloscope at hand :(

PS I’m flashing with an avrisp mkII programmer, an ATmega8A microcontroller
