Just turn off the window highlight in the notification settings

verstak2020 , that's your problem, that of the manager!
The version is old.
Delete:
sudo apt purge telegram
and install from the binary.
Just before installing from the binary, also remove its rep tails from the home directory:

sudo rm -Rf ~/.local/share/TelegramDesktop; sudo rm /usr/local/bin/telegram-desktop; rm -f .config/autostart/telegramdesktop.desktop .local/share/applications/telegramdesktop.desktop .local/share/icons/telegram.png
