sobsna and the whole question, I would like to know what else is needed for the picture to be from a browser like eyemotion, and how to do without a video capture board, is it possible to connect a camera via GPIO?

First you need to put the picture from the camera into the RPi. This cannot be done through GPIO - in order to capture a b / w video signal, you need an ADC of megahertz commercials by 6 (the width of the video signal spectrum is 3 megahertz, remember Kotelnikov and multiply by 2.)
For static images, you can of course use video capture as in a Commodore 64 PC, but the frequency will be 1 frame per half minute.
So you need a capture card. A good capture card will output the stream already in the desired codec, so it remains to organize streaming using WebRTC, Icecast or nginx-rtmp.
A bad capture card will give you only raw frames, which you will have to additionally reap using ffmpeg (it is available for rpi with hardware acceleration support).
In short, all this is cost-effective only if you have a tuner and a lot of free time to dance with a tambourine by attaching ffmpeg to the tuner, and then the resulting hybrid to nginx

It won't work directly through GPIO, it's better to use an Easycap USB whistle with 1-4 channels for cameras. Eyemotion whistle sees if on certain chips.
