I decided to check on Mail and Sberbank. They come. Not from Google at all. I called Beeline. They told me to contact Google. Found such a thread. It is of little use - I cannot install the Google Authenticator application, because I do not have a smartphone.

Came in some magical way one SMS with a confirmation code. But the problem still remains. Even if you specify in the settings that there is a call instead of SMS, it still does not work.
