I can’t register ntwdblib.dll in Windows 8.1, I put the file in System32, on the command line with administrator rights, I write regsvr32 ntwdblib.dll
When I try to register:

I try to register from the D:\ drive

I tried to install the Borland Database Engine (BDE), sort of like after its installation ntwdblib.dll should be automatically registered, but there is no result.
