I can’t move a file - how to cut off the tails of the programs in which it was opened?

Here I open for example PDFku, I use Adobe Acrobat DC. I close the acrobat. I want to move the file to another location - it doesn't work, I get a message that the file is in use. At the same time, there is no acrobat in the task manager, but its "tail" is clearly sticking out. How to be?

There is such a software - Unlocker. It seems to be able to show which process holds the file.
