I can't find a service that downloads torrents to the server, remember this one?

Somehow I found a service that accepted a torrent file and downloaded all the files from it to the server, which could then be downloaded to my computer. Kind of like a buffer. In Germany, torrents are fined, but you want to watch TV shows. I remember exactly that there was such a service, but I can not find it. Help!
