Has your torrent speed dropped?

Recently, the speed of the torrent client has dropped very much, it used to be utorrent (3.4.2), I decided that it was the client itself that was buggy, put bittorrent (7.9.3) the problem went away for a couple of days, now it's happening again. Previously, the speed was about 5-6 Mb, now it is a maximum of 700-800 Kb, the channel itself works stably, all speed tests give good results (50 Mb Up / Down). I suspect that the provider (MTS) began to cut the speed, how can I check this?
