I can't boot from a bootable flash drive. What to fix?

I want to transfer the OS to a new laptop without an OS. When starting a new laptop with a prepared flash drive (via AOMEI Backupper, later tried Acronis), an error pops up. The windows\system32\winload.efi file is missing. I looked on the Internet how to fix the problem, they recommend starting from a bootable USB flash drive, but the laptop simply does not start from it. In UEFI, USB is set to the first priority, Secure Boot is disabled.
(When starting a flash drive recorded with Rufus, an error 0xc0000428 generally occurs).
The flash drive works properly, I checked it on another laptop, the FAT32 file system.

The point is the compatibility of the flash drive and the BIOS.
Write a bootable ISO image to a USB flash drive using UltraISO in USB-HDD + v2 mode
