I can not find an error, packets are not going from one router to another. What program can be used to find the problem?
Is the third destination address correctly set on the first router?

You have an ARP request in progress that is limited to an Ethernet segment - i.e. You can make an ARP request from 10.73.0.1 to 10.73.0.2, but not beyond the Ethernet segment.
If you want to test routing - use higher level protocols. The same ping - everything seems to be set up correctly for passing it (however, you do not show the network settings of nodes 10.73.0.1 and 172.23.73.3 - but, I hope, the default gateways are correct there).

The route to the destination is checked with the tracert command for windows, traceroute for Linux
