HTML + CSS framework

I'm not a designer at all, I don't really like typesetting, but I need some kind of primitive interface for my php script. In addition to twitter.github.com/bootstrap/ , I did not find anything more or less decent.

Can someone tell me a normal tool for building interfaces?

In fact, bootstrap is a simple CSS framework, there is nothing specifically for building interfaces in it. If you need a CSS framework, then I would recommend to pay attention to 960.gs.
But, if I understood the task correctly, then you do not need a css framework, at first it will only confuse. Rather, it is a means of accelerating the development of large or similar projects.
If you just need to make a page so that everything is more or less in its place, then, agreeing with the first responder, I recommend installing dreamweaver on your computer.

or another option to request free html template
or fix everything on extjs - it is very pretty and everything you need is there
