It costs windows 8.1, you need to reinstall it on windows 7. The laptop absolutely does not boot from a USB flash drive (even if you choose to boot from usb), but it sees it. Set priority in bios.

If Win8.1 is factory (with the purchase of a laptop), then in BIOS Setup you need to disable UEFI (specifically, the Secure Boot item). And then the boot from the flash drive will go like clockwork.
When you turn it on, hammer Esc
In the menu that appears, select "Select boot" in English, it seems F9
Select your flash drive - the download will go
1. Did you check the flash drive as bootable or that it is working?
2. After getting into the BIOS and setting boot priorities, when booting on different machines in different ways - F12, F9 sometimes pressing F2 (if there is such a function) a confirmation of the boot option from which media is loaded will pop up - this is in addition to the BIOS
