How willingly yur. persons are ready to work with another legal entity. a person under a public offer agreement?

There is nothing so terrible about the offer. In general, they are ready.
How ready - depends on the type of cooperation.
For example, if you want to open a store, filling it with someone else's goods with a deferred payment to the supplier for 2 months - of course, the offer will not be enough.
For less material-risk interactions - there are no problems.

Joint construction of a building - no one will ever agree to an offer.
Small things - easy.
