How will STM firmware over JTAG happen?

I want to make a programmer for FPGA, I decided to start with the simpler one (STM) to figure out how JTAG works. The STM documentation seems to indicate something (commands, ports), but it is not completely clear how the firmware is being loaded. As I imagine, there should be something like commands to write to the desired addresses in flash memory, package sizes, intermediate data. But nowhere is it so clearly described how this happens. Maybe someone knows how to upload the compiled file to the MK via JTAG?

The main FPGA vendors - xilinx and altera have published documentation on FPGA firmware via jtag.
