How will solve the problem using VS?

Colleagues, hello.

I have trouble with VS:

• when you click on a tab, the tab follows the cursor, opening in a new window;
  
• Scrollbar does not respond to movement (mouse wheel works)
  
• some buttons, when selected, start flashing and the functions of neighboring buttons are activated
