How will it be correct to issue consent to the processing of personal data if the processing is carried out by representatives of different organizations?

Good afternoon Colleagues!
I am asking for help in resolving a number of issues related to the processing of PD.
Situation
Our organization is holding a competition, for participation in which participants fill out electronic applications that contain their personal data.
Processing (pre-moderation) of competitive applications is preliminarily carried out by a person from our organization.
After pre-moderation, the applications go to the experts for the selection of winners. The composition of the expert council is approved by the order of the department superior to us.
It would seem that everything is simple, we make 2 consents (one for our organization, the second for the department) and business is here.
But there is one point: not all experts are employees of this department.
The questions are:
How to properly organize the process and draw up a consent form for the processing of personal data in this case? After all, not only is the processing provided by several organizations, but third parties are involved in the processing process.

We turned to an organization that deals with the protection of personal data.
There we were told that all organizations (with addresses) that will work with this data are registered in the consent body.
