How, when entering a value in an Excel table, compare it with the previous one?

I have a table with data that is updated once a month by overwriting new values in a cell. Is it possible to automatically highlight rising or falling values as you type?

Store two sets of data: for the new month and the old month.
Highlight with conditional formatting.
